Darya Lang and others continue to search "builder" artifacts. They have run into the Zardalu, an ancient race that would have dominated the galaxy with terror if they had not been destoryed - or so people thought. The unchanging artifacts beging to change.
You have to be careful with Sheffield's series - the publisher keeps releasing these kinds of combination books. In other words, read this or read #3 and #4, but don't get trapped into doubling up!
