Possible Spoiler Alert:
In this one Stine tries to leave us guessing by what he's left out, and it's not a bad strategy. I thought that Carter should have just told her father much sooner: once she did that, Adam would have no power over her. Adam couldn't have turned her into test authorities without getting in trouble himself, and he had no proof. The only thing that doesn't make sense is Dan's abandoning her after killing Adam "so they wouldn't be separated."
