Parliamentary Law at a Glance was clever and creatively designed when first released in 1928 by E. C. Utter, a Registered Parliamentarian with the National Association of Parliamentarians. This is a modern reprint of his 1949 revised book.

In contrast, the latest version of Robert's Rules of Order Newly Revised is the 11th Edition published in 2011. Each new edition brings changes to procedure (the 11th Edition has 120 listed changes, including new procedures and names for motions.) As a result, Parliamentary Law at a Glance is about three editions of Robert's out of date.
