WWII fiction about mother & daughter (recent NY Times bestseller)

This novel was on the NY Times bestseller list 3-4 years ago, but my grandmother cannot remember the author or title.

It takes place during World War II in an occupied European country (possibly France?), and the main character's name is Anna. Anna and her grown daughter have not been close, but due to some issue, the daughter must take care of the mother. The novel goes back into the mother's history, telling her story, which involves a POW camp, her relationship with a German officer, and some connection with a bakery.

The cover of the book showed a woman dressed in nice clothes (a fitted coat and hat), holding the hand of a small girl.

Any help you can give in identifying this book would be most appreciated! Thank you!
