Read it in the stacks at Hofstra University, the weekend I discovered they had a fiction section. Cover was light blue? Dark-haired girl, German shepherd in foreground, castle? sinister house? in background. Girl's father is dead? missing? and she goes to stay with uncle? business partner? stumbles across evil plan, is in danger
Might have been romance involved--but of the milder sort
Dog's name is Merlin (I think), and has been trained not to eat or drink anything unless she tells him to. When she's attacked near the end of the book, dog doesn't eat for days while she's recovering, and she has to croak out the command before he will. (Croaking due to attempt on her life: can't remember if she was choked, or in a fire).
I know it's not much to go on, but that's what I remember.

You've got the details right, but the storyline slightly confused; The book is "The Mark of Merlin", and it's one of Anne McCaffrey's contemporary stories.
It's set in America, during WW2, and the girl's father has just been killed on duty. She is sent (after having glandular fever or similar) to stay with her guardian; who is waiting for plastic surgery after a battlefield injury. He is expecting a boy, as her father named her James Carlyle.(She has no mother)
She has a German Shepherd dog, who nearly starved while she was ill.
A senior officer in her father's regiment has been looting, and sending the stuff back with the effects of deceased soldiers. There are several break-ins, to recover the stuff with her father's effects.
She and her guardian fall in love.
The book is set somewhere like Cape Cod, during a snowy winter.
"Carla Murdoch had learned what it was to be alone, growing up on different army posts. But now her loneliness is terrible--for her officer father met a mysterious death on a foreign battlefield, and Carla has been sent to live in her new guardian's New England mansion . . . a remote, snowbound place where she finds she isn't really wanted. Together with her dog, Merlin, Carla must make a new start and face demons within and without--for her father's killer is now on her trail, too! A thrilling novel of romantic suspense by one of the world's favorite storytellers".

The croaking after an attack comes in another of her books-Ring Of Fear; set in NY state, and based on horse competitions
