seriuous problem : wrong character encoding in search at add touchstone

Hi!
a) Please go to http://en.wikipedia.org/?&curid=4725695
This an article from Wikipedia in Englisch "List of posthumous publications of Holocaust victims"
b) identify the string "Irène Némirovsky"
c) mark and copy the string
d) go to the about box
e) go to "Add…" - "Touchstones" - "Authors" - "Search"
f) try to add a touchstone by using the "'last name, given name''" format
please do that yorself
I get the following results:
Ir'ne N'Mirovsky
Irne N'Mirovsky
Ir�ne N�mirovsky
Ir©·ne N©♭mirovsky
I stopped there.
Note I searched for "simplified author names" using only letters A..Z or a..z added as CN in the past years for these authors ¹ and combined properly with wath ever I have identified so far.
Note: Pease see: /search.php?search=Irène+Némirovsky&searchtype=authorname
There you will find a small search field available at all / most LT pages and the greater search field. Using latest FireFox versionss available since some time you may insert characters other then A..Z and a..z in both fields. This was not possible one year ago. At that time only the smaller search box worked well.
Some weeks ago I went to the Bavarian State Library (BSL) where only latest Internet Explorer is available. At BSL search failed showing "%xy" characters for other characters the A..Z a..z when I used the greater search field. (That old bug appeared again.)
Please note the results at the latest link above. They are different from the results in the touchstone search.
Please confirm this bug report and specify your OS and browser version. Mines is "Mozilla/5.0 (Windows NT 5.1; rv:11.0) Gecko/20100101 Firefox/11.0".

I kindly appreciate adding pictures to the authors, adding CK and links and document there any steps you made in order too facilitate the easy addition of touchstones via the "About" box.

P.S. My mobile internet provider does not automatically refresh the reedited pages. I fixed "seriuous problem" to "serious problem" in a first reedit. In a second reedit I replaced "url" to "character". The second reedit was made on an outdated revision. Maybe such behavior could be avoided forcing a refresh automatically.

I don't understand what you are talking about. Touchstones exist only in talk posts. They are usually done using a "given name last name" format, but "last name, given name" also seems to work. Némirovsky, Irène

The Touchstones contains of two sections. I talk about the upper section. You made an example about the lower section. Nw I will add Ginz, Petr to both section for this bug.

The "About" related code does not encode UTF-8.
Please see at the relationships of author /author/testcaseltrus /a TestcaseLT author) shows in the filed "Relationships" a clickable lin "Шолом-Алейхем" which is a combined author url. Its manualy modified url is /author/3030209457&norefer=1. This author url is known in the "LT dump".
However it can not be added until now to the "About box at any topic.
All Latin characters with diacritics are affected by the same bug, For some libraries this are 80% of all authors (written as legal name in the country of origin).

The other authors added to the TestcaseLT url are "pending" author names used as CN, LN, ON. These spelling variants are used on common sites as the Jewish Encyclopdia in Russian language. As soon as they are in the LT dump or as another solution is available (see "enforce:" at /topic/135377#3333231) they get combined.
