This picture book appeared on Reading Rainbow (or a show a lot like it) sometime in the 90s.

Okay, so, there is this kid, and he goes to school, and school is all about listening. And there are books everywhere, they build walls and they stop up the dam. And this kid has a grandmother, and the grandmother teaches him to read. So the kid starts picking up these books that are everywhere being used as building materials.

And the kids in his class are upset because he can hear things that they can't. So he teaches them to read. And they all become voracious readers. It turns out that his grandmother was the librarian of the last library. She tried to stop them from bulldozing it, but she lost.

So the kids start finding these books. And there is one that is stopping up the dam that they really want, so they pull it out and it floods the town.

And then everyone wonders what the to do is about, and the kids teach all the grownups to read.
