Okay, I've been wracking my brains over this one! I read it sometime in the early 90s, most likely, and it was an interesting take on the Arthur/Merlin legend.
Sometime in the relatively far future (somewhat dystopian, maybe?), a young boy is found in a wood -- literally in a tree, if I am recalling this correctly. He has no memory at first, I don't think, but as the story progresses it becomes clear that this is Merlin, who according to the legends aged backwards, and so despite his youthful appearance he is very old.
There's an emphasis on magic coming back into the world now, to replace technology maybe? I very clearly remember there being some kind of goat or gazelle that had a mutation causing its two horns to grow together into one, and it was a new kind of unicorn, maybe?
