I believe that "pera"* carries the implication of a
poor manʻs bag for his meager possessions. Jesus is saying that they once could go out without even that, but now they would need one.
His advice to have a sword means the token possession of arms, and that is why
merely two ("makhairai hode duo") are said by Jesus to be adequate. He is announcing that his group is neither warriors nor militant pacifists.

Do I have the right to token possession of an AK 47? Do nations have the rights to token possession of nuclear arms?
