For the first time, the federal government is proposing cutting the nicotine level in cigarettes so they aren't so addictive. Authrority to regulate nicotine content of cigarettes (2009) plus availability of e-cigs etc. makes it possible. I think it will be important for public to show their support in review process and to reps. Already tobacco stock prices have dropped, so companies like Altria have no doubt activated their lobbyists at the highest level. (They will also redouble efforts to supply the developing world with full-strength tobacco, I bet.)

I’ve seen the science in this area and believe it holds much promise. We intend to take a hard look at the existing published literature on this important topic and hear from stakeholders, which could provide the basis for regulatory action. To begin this process, we will develop an Advance Notice of Proposed Rulemaking to identify the issues FDA would need to address to use our clear authority under the product standard provisions in the Tobacco Control Act to regulate nicotine in combustible cigarettes and render them minimally or non-addictive...
