As usual, no surprise. "Elect a clown, expect a circus" fatally confuses "cause-and-effect" order. It's a ridiculous example of "post hoc, ergo propter hoc" --or, rather, it would be except for the little problem that stems from the fact that Trump isn't really "propter hoc" in a useful sense.
Still, the salient (and missed) fact is that "the Circus" long preceded the appearance of this clown with the red hair.

Americans, as though by a cultural trait, seem to be avid fans of, suckers for, pithy sayings. This isn't new.
"Give me liberty or give me death," " 'Fifty-four, Forty' or 'Fight," "United we stand, divided we fall,"
"Remember the Alamo!," "Remember Pearl Harbor!," "You're either for us or you're against us," etc. So it should surprise no one if ""Elect a clown, expect a circus" catches on. It's so simple, so simplistic. It demands little or no thought--which is extremely suitable for Americans and American culture. it boils complicated matters down into sound-bites--which is extremely suitable for Americans and American culture.
Also, it solves nothing, doesn't help us understand anything much and won't really move us anywhere worth going or enlighten many in any significant way. It's similar in its own way to pop-corn socially; it has little nutritional value. All of which is, again, extremely suitable for Americans and American culture. Just an empty, stupid feel-good trope with nothing but gratutitous self-satisfaction to "offer." That's the big draw.
We remain stuck as a nation right where we were well before this phrase was coined and the people who sieze upon it with glee are prime examples of how and why we're stuck.
