I read this probably late 80s, early 90s maybe? It's set in the future, earth is overcrowded and totalitarian. The heroine has been imprisoned for some sort of made up treasonous activity, but her former occupation was photographer.
She's sent to a mysterious newly discovered planet through a dimensional gate, the people there are primitive, but the humans can't seem to survive past the area they've settled, they all go mad and die in the mountains, equipment breaks, and expeditions are lost. She's told to find the truth in exchange for her freedom (or else!)
Earth wants to colonize the planet desperately and will do anything to accomplish it. Her guide is a surly (but super hot as is the way of such things) native alien guy, it turns out that the natives are extremely advanced and are using their tech to keep the humans in one place, the 'primitive' natives are just the ones who got stuck 'outside' when the rest of them retreated from the area and raised the barrier. The humans have shoved them into a kind of ghetto, and there's lots of tension between the two peoples.
It has angels in the title, like gathering of angels, wickedness of angels, sadness of angels... a SOMETHING of angels.
(angels are what the humans call the big flying birdlike creatures that inhabit the Valley)
