Book about a two boys, one of whom is not accepted in the community (can't remember if it was because he was Jewish or a dark-skinned/Mexican.) I remember something about them swimming and either the boy getting kicked out or his clothes being thrown out of the locker room. The boy ends up dying when he is not allowed in the bomb shelter.

Sorry, wish I could remember more about it.

This sounds like Friedrich by Hans Peter Richter to me, set during WWII.
