Found: fantasy novel, mc is female master magician, a fledgling magician.

This is a fictional book that takes place in a world that operates on magic, there is a district in this big city that is the goods selling district, the main character is female and has gotten a degree or maybe another word for that, a degree as a master magician. In the goods district she feels a lot of magic being launched about and she follows it to a shop that sells glass. The shop is unmanned so she goes out back to find a guy blowing glass, he is unintentionally using magic in his glass and at first it is going fine, then the glass turns into the shape of a dragon and he stops blowing and the dragon starts flying around the room. He keeps trying to hit the dragon but she stops him before having a long think and deciding to teach him to use his magic properly. At one point in the book there was a murder in a church like building, i think it was a church, she arrives with her apprentice and when they try to decide if he is linked, to do so they try to use a spell that detects truth or lies, almost as soon as the spell forms around him the spell burns up because the magic is just being thrown out of him so violently. I may have read it maybe two maybe three years ago. I really don't care about finding a hard cover version of the book i just intend to find the name and maybe even finding a version online to read.
