People with deformities hide in the forest. One young girl has a sixth toe - observable when she steps in damp soil while walking barefoot; her (boy?)friend knows she will be killed if the deformity is discovered. Other people have deformed, stick-like legs.
"Normal" people periodically conduct raids in the forest and round up those with deformities.
I remember reading it with my daughter when she was in high school, but no longer remember the title.
