story of a badly run care home, one lady works to recruit kids to fill all beds, some mention of minority kids, abuse by evil staff, one mentally challenged young man dies after fight, in the end one girl lives with one of the decent adults, one girl in wheelchair stages a protest.

Actually, I've read the book twice, so I recognized it right away. I had read it several years ago, when it first came out. I gave my copy away, and then, a couple of years ago, my book club decided to read it, so I had to get another copy!
