Found: YA Fiction - 25 years+ ago - possible Holocaust theme

Hello- I remember very little about this book except there is a scene where a young man/boy is dared to smash a model town that an old man (whom he has befriended) has been working on. I believe the old man in the book was a Holocaust survivor. I read this book perhaps 25 years ago, but am unsure when it was written. Any help is appreciated!
