Found: 90's Young Adult Book

Hi! I read this book in middle school back in the mid to late 90's.

Female Protagonist
Certain people were branded with a "Q" in the middle of their forehead
I think there was romance in it, between the Female protagonist and some guy
Magic was involved
I think it was Young Adult, just cause it was in the middle school library.
