He was telling Fisher to not worry about killing Hunter. He just would allow him to bleed out and finally die.

I thought he meant ‘leave this one (ie Garcia) to bleed out, and go after the other one (ie Hunter)’. It’s lucky he made that decision, otherwise Garcia could have had a finishing shot to his head, and his Kevlar wouldn’t have saved him.

I read it that she should go after Hunter and not worry about Garcia since he already nearly dead
