The relevant question is whether the fried chicken place was established before or after the song, "Mr. Bojangles" by the Nitty Gritty Dirt Band (https://www.google.com/search?client=safari&rls=en&q=mr.+bojangles+lyrics&ie=UTF-8&oe=UTF-8)

If after, I would go with no apostrophe since I would give naming credit to the authors of the song.

PS. Also, an apostrophe implies another word should be added, but it isn't, so that is bad English.
