Foxing or mold?

I bought a book online and came to find that the inside of the dust jacket has these spots on the underside. I just wanted to know if anyone can confirm if it is foxing or mold?

I am going to try to get at least a partial refund if it is safe to keep. All the defects were listed in the post except for that.

Hard to be 100% sure from just one photo like that, but it definitely doesn't look like mould at least, much more like foxing. Although dust jackets are typically not affected by foxing, they're not made from the same sort of paper as the rest of the book. No smell, I assume?

There is no smell that I can detect apart from the paper smell.

I agree that it looks like foxing.

Foxing is more common on paper made in the U.K.
