Found: Children's SciFi set in Africa

I'm trying to remember the name of a book I read when I was a teenager - so roughly 25 years ago. It takes place in a future Kinshasa. There are three main characters. I think they have unique names. One might be called "eye" or "the eye" or something like that. I think the characters are differently abled. I think they're trying to solve a mystery or prove their innocence or something like that. Can anybody help?
