Looking for the title of the a book, plot was at a time of civil strife/anarchy the US government stages a fake flying saucer crash/threat to unite the people and avert a civil war.

May have been written the the late 70's-90....I thought the title might have been Saucer, but extensive searching didn't turn anything up so I must have remembered that wrong. I appreciate your assistance.

Hmm. Something like Watchmen but not that, or presumably you'd remember it specifically as a graphic novel. (Also, in Watchmen the faked invasion wasn't faked by any government but by an individual...)

Alan Dean Foster's The Man Who Used the Universe eventually turns into this kind of story, and was first published around 1983. However, it isn't set on Earth (let alone the United States), and is also set well into the future, on a non-Earth colony world that has (at first) become very polluted. The title character over the course of the story causes that world to be cleaned up over time, and while he's not very *nice*, exactly, he does a great deal of good over time.

As an almost one-man show, he pulls off the fake alien invasion threat, but it's to prevent a war with some real aliens, if I recall correctly, rather than a civil war.
