Book is about a woman who bonds with a bird of prey (hawk or falcon I think). She has the ability to see through its eyes at will. The first time she does this is when she's trying to get back into town but the gate is closed.
She joins up with a group of others wo have "animal companions" including her childhood bully.
At one point the group needs to cross a river bur it's blocked. Loggers had been using it to float logs downstream and they got jammed. She sends her bird to the middle and he unjams the logs but almost gets crushed.
On the cover she's wearing a cloak and her bird is sitting on her wrist. She appears to be standing on a hill or mountain. The background is white.
It's been at least 15 years since I read this so the book is at that old but I'm not sure of the exact year.
