Help finding an Adult fantasy book involving only talking animals and a royal family of bears

I'm hoping folks can help me track down a book I saw a long time ago.
The book is an adult fantasy...like written for adults, not some NSFW furry thing.
It is a talking animal book, there are no humans.
The main character is a bear who discovers he is a prince of bears. He has a treacherous bear brother.
It is not any of the Narnia books.
It is not Phillip Pullman's Dark Materials books.
It is not Shardik.
It is not Clan of the Cave Bear.
I do not think it is in the public domain.
I know it was first published before 2000.
When I saw it in paperback I seem to remember it had a cover with a stylized landscape to it. It looked contemperaneous with the The Hobbitt and the Lord of the Rings.
Any help with this vague description would be greatly appreciated.

Patricia Wrede did a novel-based-on-fairytale with 2 bear brothers who were princes. But there were humans (peasants, elizabeth 1, doctor dee) in the story too. It was called Rose Red & Snow White.
