Found: Help identifying 1990's childrens book.

This children's book was published before 1994. It was about a family consisting of at least mother, father and two siblings (a boy and girl) around age 10-12. They moved to a new home either in the county or just near a small town. The two children met and befriended a boy their age who was kind of a street urchin who posed as a cripple to beg. This boy would push himself around in a wagon/cart as part of his con. His father was a useless and very abusive man who lived in a shack.
That's about all I remember.
