I remember a book with a distinct cover. A boy and a girl were on the cover. The boy was on his knees and the girl was standing behind him. They were surrounded by cats. The storyline involved stray cats and I remember an illustration in the cat where the little girl was holding a cat to her chest. On the cover, I think the boy and girl were wearing black.

I've read the paperback and hardcover editions. Love Ted Lewin's illustrations too. They make good use of light and shadow. So I knew exactly what book you were talking about.
