Pre 2000 sci fi

I only know I read this before 2000. No idea how old the book was at the time.

A group of people start developing super advanced technology on earth. The examples I can recall are they end up living under this giant force field (pink in color I think.)

they have some sort of remote viewing device that can look anywhere, but the "camera" can't be seen. I think he maybe describes the control/viewing device to look similar to an etch a sketch.

There is a point where they are trying to get past (white house?) security on the Potomac. The main character uses some sort of mind trickery to disguise himself without using any actual makeup or anything.

I think I remember hover scooter things?

There are two characters whose names I can remember. Dak and Kad. They are twins/clones/two parts of a whole. Something like that. When I've tried to Google them I'm pretty sure I'm finding some completely unrelated series.

I think that's all I can remember about it.
