Trying to identify historical romance (80s–2000s) – virgin heroine, older blond ship officer, storm cabin scene

Hi everyone,
I’m trying to find a historical romance novel I read when I was about 14–15, so the book itself would have been an older mass-market paperback, likely published sometime between the 1980s and early 2000s. The cover was mostly blue, possibly with a couple on it.
Here are the details I remember:
Heroine:
• Approximately 16–18 years old
• Dark brown or brunette hair
• From a wealthy or noble family
• Attends a formal debutante ball with family present
• Virgin but very curious about sex and strongly attracted to the hero
• Tries to seduce him more than once
Hero:
• Older than the heroine
• Blond hair
• Worked on a ship, possibly as an officer (I don’t think he was the captain, but he had authority)
• Came from the same region/country as the heroine, likely England
• Present at the same ball as her
Early scenes:
• They interact at the debutante ball
• After the ball, they walk together along a path or garden
• At one point he falls on top of her or they tumble together, and he becomes upset or flustered with her
Specific scene I remember clearly:
• The heroine ends up on the ship with him
• They have sex for the first time in his cabin
• It is described that she “knew exactly what it would feel like”
• They fall asleep afterward
• A storm begins
• He has to leave the cabin suddenly to deal with something on the ship
• The door swings shut behind him, leaving her naked and trapped inside
• She tries to open the door, bang on it, or kick it while panicking
• He eventually returns
