No. Other Call Number is used by the site. You can set it as your preferred classification sceme.
If this sort of change were to be made, User field 1 would be what is now called Comments. Private comments would be User field 2 (private).
There are other fields that are used for purposes besides the one they are intended for. Do you want a whole bunch of fields without named purposes?

No, I am not proposing a change to existing field names e.g. Private Comments.
However, othercallnumber is used for anything but other call number.
So what do you want to call it?

It's used for the all number for those libraries that do not use Dewey or LC without specifying what the system is.. Therefore I want to call it Other Call Number.

It IS used for Other Call Number. I use it for that. You have the option to have it be set as your call number in Tiny Cat. Why would you want to limit international users just to the two call number systems most used in the USA? We argued long and hard to get a non-USA call number field. In fact, even in the USA specialist libraries use other systems. There are many other fields that are not used by everybody.

You are thinking in DATABASE terms.
Not in LIBRARY terms.
A call number IS a location number. It is a shelf location. It is how one finds a book, based on a specific set of criteria.
Other Call Number means it does not relate to a specific already defined call number system (as pointed out in >4 MarthaJeanne:)
