Crime/thriller book - people have to choose between either themselves or someone else who dies.

Protagonist was a female police officer. The perpentrator gets two people who know/love/are related to each other and gets them to fight/kill each other so there is only one left standing, they also film this.
There was a scene where there was a fight in a takeaway place between people who knew eachother.
Another scene of brothers? fighting in a restaurant.
The protag investigates this, which leads to them looking into a tunnel at graffiti/stickers of a train? - they thought they were clues the perp left to find him. They also end up asking homeless people?

Then they see through a video that a is couple standing in a river, being asked which one will die, they cry but the man? tells the woman? to kill him, so she pushes his head underneath the water, where he drowns. The perpentrator is angry with them because they want them to fight and kill each other in the way they wanted them to.

More stuff happens and the protag started to feel threatened, worried that the perpentrator will set up a situation between her and her wife where they will have to kill. It ends up happening to one of her colleagues - he is filmed in his house with his wife and kids, who are threatened. He ends up hanging himself to save them.

The point of this, posting it online, was because the perpentrator wanted to see if people would kill their loved ones to save their own lives.

It ends with the protag working out they may know the perp and going to the school and cornering them in a gym/hall as the perp is a kid.
(The copy i read had a cover of a red pipecleaner figure)

I am thinking possibly "Eeny Meeny" by MJ Arlidge???

>2 wonderlake: Sorry, it's not the book I'm looking for. In the book I'm looking for they aren't imprisoned, the person goes up to them in whatever place they are in and tells one of them to die which all happens within like 30 minutes or an hour, after stalking them for a bit. Also they don't kill each other with a gun, more like with stuff in the area, like a chair.

It's not it. Also I'm pretty sure the book I'm looking for is a one off book rather than a series
