It looks like perhaps the HTML markup is malformed. My guess is they were perhaps copied into the forum from Word, as the links have the "directional" quotes, a la “ rather than the expected HTML straight quotes, ".

One little trick you can use on the LibraryThing forums is to omit the domain entirely in the href, like so:
/topic/317073
It assumes the local domain when you do that.

One of the nice things about the partial URL is that they will automatically keep working if the main domain name ever changes. Say LT forgets to renew the domain and some squatter grabs it and demands a million to sell it back. If LT has to change to librarything.info or some such, the partial URLs will still work just fine after that switch. Such a domain move is unlikely to happen, but it's still nice that the partial URL trick provides a kind of future-proofing.
