Historical Romance. Set in 1800’s america. young maid/houskeeper. hero inherits property. passionate encounter in garden

i can’t remember the name or author of this book. it was written in the 1980-1990’s & it’s set in 1800’s america i want to say coastal southern-ish state ( could be wrong). the hero inherits the property, the heroine is already living there. they clash. he is trying to catch a criminal and is using the young socialite neighbor to do so. he pretends to court her and resists her attempts to seduce him. the hero and heroine have a passionate encounter at night in the gardens and leaves the heroine pregnant unknown to him till later. which ruins his plans to get closer to the neighbor lady…
