Found: Romance about a woman that lost her eyesight

A girl has her eyesight damaged in an explosion. She becomes bitter and depressed. There is a surgery that could possibly save her eyes but she refuses to have it. Her sisters team up to send her to live with this guy that helps people. She fights with him at first and tries to runaway, but then of course they fall in love and he talks her into getting the surgery. He is also unknowingly friends with the man that caused the explosion that damaged her eyes. He has some beef with her family.
She has the surgery and when her eyes are unwrapped, she can see the man she fell in love with.

I thought it was a Nora Roberts book, a novella, but I've looked and now I don't think it is.
