Author list alphabetized incorrectly

Super minor bug/inconsistency: In Charts & Graphs, the author lists in the U.S. States section are alphabetized by first name. The other sections for authors are alphabetized by last name.

Fix should push tomorrow morning. Thanks for noticing.
