The cover shows plants and a tiny naked man standing partially behind a coin (quarter ?) I think there is also a toy bus lying on it's side. (If not on the cover, it is one of the first things he explores.)
Science experiment that shrank humans down to less than the height of a quarter. I thought it was called "Naked in the Garden", but can't locate a book by that title. The first man they shrink is without tools, clothes etc. They place him in the garden of his home and he finds a small lock box in the shed to shelter from the dangerous insects. It has a tiny sliding door to protect the key hole, and he is small enough to pass through the key hole.
He builds a cross bow from insect pieces. He roasts meat inside a coke bottle lying in the sun. Later they shrink people in stages so that they can build smaller and smaller equipment to provide it to the smallest people.
I remember that only the living human would shrink, that they learned the hard way to pull any teeth with fillings in them as the person's head would shrink but the filling would not.
He gets sent to spy on a guy and attach a listening device to the shaft off a hair on his head, and he is attacked by head lice. Sound familiar to anyone?

This sounds like Cold War in a Country Garden by Lindsay Gutteridge. The cover art sounds like a match for the paperback edition I used to have. (Amazon has a picture of that edition.)
