Problem with tag combining

I figured out where those empty tag combining requests are coming from. I tried to combine "Health Insurance" with the quotes with "Health Insurance" without the quotes.

Gave me the following line:

theapparatus has proposed combining the tag and health insurance.

edit: Going from the tag page without the quotes and adding in the one with the quotes seems to work.

Bumping what seems like an easy one...
