Each to Each {short story}

The US Navy is exploring underwater for resources. Trying to claim certain areas. Our story is about a company of women who have been modified for underwater life or are in the process of modification. The modifications are permanent which is pretty severe for military service. Life on land has become hard and with this at least they can earn a living, etc... I found the story confusing especially the ending. I believe they came across fully modified women, maybe awol women, and they are either attempting to scare people away or attempting to engage a future fight with the US Navy. May 2023
