I didn't much care for this version of n. the Penguin. Yes, the Penguin is not a handsome man, he's generally depicted as overweight and homely and I have no issue with that, but the problem is the Penguin in this movie was just a gross freak, and his backstory didn't work. Overall this was a pretty cheesy movie though not without its good moments.
The Penguin and Catwoman don't like Batman.
Ridiculous and campy, but without ever being funny or entertaining.
