This definitely would have been a four star book at the time. I love the way the kids get mixed up in adults' shenanigans and learn about the consequences of being impulsive and impatient and of cheating and bullying. Unfortunately the technology is, I assume, off (the drones we have now aren't nearly so small nor capable) and Dan's mom is way too much of an enabler. Irene is not just a spunky girl, though, but rather is even more of a person that Joe, who is all caricature. I would be willing to read more in the series if I found them somewhere, just as I found this in a Little Free Library.
