I exported my library to CSV and Imported into Excel to review a missing tag somewhere in my collection of over 1,000 books.
After reviewing the headings and the data, I found that the last 2 headings 'TAGS' and 'COLLECTIONS' apparently have the data switched. I.E. TAGS column shows collection data, and COLLECTION column shows tags data.
So, either switch the headings, or switch the data.
My COLLECTION should show "Your library" which is the collection I have all my books in.
My TAGS should should show the multivalued tag data for each book, I've entered.
