Found: YA Novel, people from the sea go to school with humans, human tutors one of these people from the sea, big war

I really need help finding this book. I am pretty sure its a series. In the book, there is a town that is kind of quarantined and people are forced to go to school with people who come from the sea and have "mermaid"-ish features. The main character gets chosen to tutor one of the main people from the sea. There ends up being a war between the people from the sea and the ones that came to the school. The main character and one of the main people from the sea fall in love. Im pretty sure that the cover had some kind of ferris wheel on it but im not sure.
