How to say no
I can't remember the title or author of this book, but it was a children's picture book I read a while ago back in the early 2000s. It is about an (anthropomorphic) dog who is next in line to become either a policeman or a police chief, I'm not quite sure. And he doesn't really want to but he doesn't know how to say no to anything. He is really passionate about making hats, so, when he prepares the seating arrangement for his ceremony to welcome him to the police force, he puts hats at the seats that, when worn by the people say "I don't want to" or something along those lines so his dad can see it from the stage. It ends with the dog happily running his hat store and able to say no in many different languages. It was a rather thin book, but definitely printed sometime in the 2000s before 2015. The pages were almost entirely full pictures with text on top if that helps. Not really cartoony, but definitely illustrated. I swear it existed, but I can't find any digital record of it at the moment. The dog definitely has a name, which would probably help, but I can't remember it. (Title maybe?: "I can't say no", "(Name) can't say no", "(Name) learns to say no" or maybe just "NO!", but "no" definitely was in the title. Thanks for any helpful responses!

It was in a small elementary school in Colorado if that helps (though I can't remember if it was a book from the library or a book from my teacher's personal collection).
