YA book white-haired orphan boy harvesting magic

YA Fantasy set in another world. I think I read it between 2004 and 2010.

It's about a boy who was an orphan working to mine/collect magic dust or something? And the magic stuff turned his hair white and made him sick. There was also a girl character who was of a higher standing than he was and they became friends. Some magical official recognized the boy was a chosen one of sorts and pulled him out of the child labor situation. The boy was pretty sick towards the end if I remember correctly. I think he may have had a father who was high-up in the social standing--either a priest or a noble.

There may have been a deity involved, I'm not sure.

This has been driving me insane for years! Any help would be lovely!

This is a long shot but could it be Foundation by Mercedes Lackey?

It's the first in the Collegium subseries of the longer Valdemar series. Mags is an orphan; one of many working in a mine. A Herald of Valdemar recognises his magic and rescues him, taking him to Valdemar to become a Herald himself. Heralds bond with and ride white Companions, horse-like beings with whom they form a telepathic bond.
