Nina Allan - The Silver Wind
An estate agent, in a bleak alternate reality in which non-Whites have been 'returned home', is entranced by a special clock that supposedly can stop time which is given to him in a house clearance. He visits its maker, a dwarf called Owen Andrews, who lives in the now dangerous London suburb of Shooter's Hill, in which there are rumours of government experiments with time travel (Silver Wind) having side-effects...Very atmospheric story let down by a weak ending.
