Solution Three of the title refers to clones of two excellent individuals who are being carefully raised to become the new population, intelligent and peaceful, free from the violence and aggression and unpredictability of people of past. Also stamped out (for the most part, although tolerated at the edges) is heterosexual desire; sexual aggression having been identified as one of the causes of excessive population growth and resulting strife. Another strand of the story features problems in genetically manipulated plants (wheat, legumes, etc.), and some parallels are drawn between it and breeding the clone men and women. Thoughtful and thought-provoking, I liked this.
