It's a place where, if it's so desired, players can buckle their swashes and engage in the sort of high-flying adventure that Call of Cthulhu normally doesn't encourage. That said, it's even less supported than the Gaslight setting; I think it's a rule that settings I'm interested in will promptly be ignored when it comes to adventures and supplements.
