The concluding pages SUGGEST (but do not SPELL OUT) that we (may) have a (moral) duty to PREFER the outcome that optimizes the population.
While this book has been republished in many editions as a course textbook, I'd rather see his book on _Earth Ethics_
Note that the US didn't back down, despite the military building against the US by the former USSR (which no longer exists).
