There is still a yellow banner in the old design announcing that LT will be going down at 12:15.

It now says that it went down and will be down for 5-10 minutes, but I've been on the site, and it isn't down now, nor has it been in the last half hour.

You've discovered the old design is actually a time portal. Still unclear is whether the banner refers to past or future events!
More seriously, good catch. I'm using the new design and can't reference the message verbatim: am I correct in recalling it states the time along with a generic reference to "today"? If so, perhaps it should include a datestamp to avoid confusion, if it's not feasible to have it deactivated automatically when the servers are back online.

I knew when the new design came that there would be a point where I would have to leave LT. I guess the time has come. A month of a fake news banner on every page is already more than I can cope with.

I found that, for me, changing the interface to new design and then back to old design was enough to wipe off the yellow banner. I logged off and logged back on and that banner is now gone so the "fix" persists. This was done, as suggested by MarthaJeanne, by going to :
More > Widgets and Extensions > Use the new design
Then, if you really wanted, you could choose:
More > Widgets and Extensions > Use the old design
More > Widgets and Extensions > Use the new design
