Competent and thorough treatment. The more interesting chapters are the philosophical discussions at the beginning, asking what constitutes a "group," and whether harms to group entail anything beyond the injuries to the member individuals. The subsequent sections are more pedantic treatments of some of the legal issues involved. The author could have made better use of his primary case study (Rwanda). For example, closer examination of the gacaca hearings would have been extremely interesting.
